Why are they formed?

Most cults are formed by individuals who want to worship in a different way. They aren't started to brainwash people or to make people mad, they are simply formed for people who want to worship in a different way or to a different form of the Bible or God. Many common religious groups, such as the Mormons, Jehovah's Witnesses, and those who believe in Christian Science, are considered "Cults". The term "Cult" isn't always used in a negative manner. It is just another name or way of referring to different religions.

Not all cults are just "started", they evolve from other religions. People just slowly branch off and decide that they have different views than those of their current preacher or religious group. They aren't started to go against or disagree with other religious groups, they are just formed so people can worship in different ways and worship who and what they want to.

In a sense all religious organizations could be considered cults by other organizations simply because they believe and worship differently than another given religion.
